Abstract

Background. Transition of Russia to the knowledge economy is impossible without creating an elastic, dynamic and adaptive national system. The National Innovation System (NIS) is aimed at forming a system of incentives and motives to stimulate innovative activity. In this regard innovative small business (ISB) is a central element of the NIS, and innovative small business development is the most important indicator of the NIS efficiency. The purpose of the paper is to give an assessment of innovative small business development in Russia; to offer some measures to encourage ISB development in order to create an effective NIS.
Materials and methods. To accomplish goals we used statistical data of the Russian Federation Federal State Statistics Service. We reviewed fundamental legislation in the field of the NIS and ISB, and also studied works of the Russian and foreign scientists on this problem. The general scientific methods and techniques (analysis and synthesis, combining historical and logical, etc.), specific methods of assessing innovative processes’ dynamics and intensity (observation, comparing main indicators, judgment method) provided the methodological basis for the study.
Results. We have defined the role of innovative small business in the national innovation system; made an assessment of innovative small business development in modern Russia; defined the main reasons for its passivity; offered basic recommendations to encourage innovative small business development.
Conclusions. The research has proved the necessity of further stimulating innovative competition and motivating innovative and investment activity of small business within the national innovation system.
